We work in compliance with all Federal and State Tax Offices to represent your company for all payroll tax matters. This generally requires that we be granted secure access to online tax accounts for each tax office in whose jurisdiction you pay employees.

Third-Party Access vs. Reporting Agent Access - What's the difference?
Third-Party Access generally refers to the granting of representative access to state and local district tax offices, and are specific to each state or district where you pay employees. Access to all federal tax offices is granted using Form 8655 - Reporting Agent Authorization.
About Form 8655
Signing Form 8655 grants OnPay Reporting Agent Authorization for your Federal Tax Office accounts. OnPay clients typically sign this form electronically when setting up their OnPay account, unless electing to skip that step during setup.
If "skip this step" was selected when first setting up your company's OnPay account, email us at hello@onpay.com to request that we send you an digital copy of Form 8655 that you can sign online.
Third-Party Access for state and local tax offices
Once Form 8655 has been signed and returned, and your OnPay account setup is complete, you'll need to grant us representative access to all tax offices of states and districts where you pay employees. Additionally, states may require that you grant us separate access to:
- State departments of revenue
- State unemployment insurance offices
- City or county tax offices
- State FMLA or medical leave programs
- Any other state-mandated compensation programs
Select each state where you pay employees for TPA instructions
Each state where you pay employees will have its own requirements. This may include additional power of attorney forms to be completed and returned. Click the name of every state where you pay employees. Instructions will open in a new browser tab as you select each state. You'll find everything you need to grant us access to file, pay, and represent you to tax offices where you pay employees.
