Why is this important?

OnPay works with government entities on your behalf, reporting new hires to state labor departments, calculating tax rates, paying taxes and insurance contributions, and filing financial reports. To do this effectively, you will need to authorize us to act on your behalf with tax offices for each state where your company has a tax obligation.

For example, if you operate in both Ohio and Michigan, you must complete and return a power of attorney for both states.

 

Department of Taxation

Third-Party Access (TPA) for the Ohio Department of Taxation

To file your Ohio municipal and withholding taxes, you’ll need to grant OnPay third-party access to both your Ohio Business Gateway and eServices accounts. Once we've submitted access requests to each of these accounts, you can follow the below instructions to approve login and approve our requests.

 

Grant OnPay access to your Ohio Business Gateway account

  1. Log in to the Ohio Business Gateway
  2. Access the “Account Access Management” page by clicking the “Lock” button in the top right-hand corner of the Gateway
  3. Go to the “Account Access Requests” tab
  4. Under "Requests for Account Access," locate the request from Stephanie Mendez, then click the grey check mark under "ACTIONS." (IMPORTANT: Approve only the request for FILING ADMINISTRATOR, not "Filer")
  5. Click the blue "Confirm" button

 

Grant OnPay access to your Ohio Tax eServices account

  1. Log into your OH Tax eServices and select the Manage My Profile link
  2. Select the Additional Services tab
  3. Find the "Manage Representative Access" tile and select the Manage representative access link
  4. On the Representative Access page, select the Send an Invitation link in the upper right corner
  5. Enter "tax@onpay.com" as the third party email, and confirm this address before selecting Next to continue
  6. On the Access settings page, select Grant Access listed next to our email
  7. In the "Grant Access" pop-up window, select Administrator Access for General Access to the account
  8. Provide File Returns and Make Payments access for both the "Employer Withholding Tax" and "School District Withholding Tax" accounts
  9. Select OK, then select Next
  10. Review the information you entered for the third-party access invitation, then select Submit 
  11. Submit a support request, asking us to review and accept the invitation to your Ohio eServices account

Submit a request

Note: You will need your OnPay login credentials.

  • If you don't have access to your Ohio eServices account, we can attempt to initiate Third-Party Access on your behalf. To do this, we require one of the following pieces of information from your OH Withholding Account.

    • An assessment number
    • Letter ID
    • Payment amount, or Refund amount for the business

    You will also need to ensure that the FEIN in OnPay matches the one in your OH SIT account.

    Once we've received your request with this information, we'll submit an outside request to the Ohio Department of Taxation, requesting access to your account. This process can take significantly longer than the above option, so to prevent any penalties and interest, we recommend logging into your eServices account and initiating access by following the steps above.

  1. Download the OHIO DOT POA found at the bottom of this page
  2. Complete Part 1 regarding taxpayer information
  3. Taxpayer will need to sign at the bottom of the form
  4. Provide OnPay with a copy of your completed form

Department of Job and Family Services

Third-Party Access (TPA) for the Ohio Department of Job and Family Services

Ohio requires mandatory online filing for Quarterly unemployment. Please complete the following instructions to add OnPay as your Third Party Administrator (TPA):

  1. Sign in to your Ohio Source account
  2. Go to Account Maintenance
  3. Click Agent Assignment in the "Employer Account" panel
  4. Click Add Agent
  5. Enter our Agent ID: 6000010814, and click Search
  6. Under "Assign Roles", select: Wage Submission and Payment Submission
  7. Under "Access Begin Date", enter the start-date of the fiscal quarter in which your employees received their first paycheck through OnPay (Example: January 1, April 1, July 1, or October 1)
  8. Leave the "Access End Date" blank, to avoid having to grant continuing access in the future
  9. Click Save

 

Power of Attorney (POA) for the Ohio Department of of Job and Family Services

  1. Download the Ohio JFS POA found at the bottom of this page
  2. Complete all fields in Section I regarding your business information
  3. Employer will need to sign in Section III of the form
  4. Provide OnPay with a copy of your completed form

As a reminder, never share your login credentials or MFA code with anyone. OnPay will never ask you for this information.
