Rhode Island Third-Party Access required

 Required for OnPay to pay on your behalf 

Third-Party Access for the Rhode Island Division of Taxation

  1. Log into your RI DOR Web Portal account.
  2. Select Manage Authorized Users under Profile Information from the main menu.
  3. Click Add New Authorized User, enter User ID: OnPayInc, and click Next.
  4. The delegation effective start date is the first day of the first that quarter OnPay will file. Leave the end date blank.
  5. Select the Taxpayer Functions button to delegate taxpayer functions for OnPay.
  6. Select the Assign box for "Make a Bill Payment", and click OK.
  7. Click Tax Type Authorizations to delegate authorized tax types.
  8. Select Assign, and enter a start date for the Withholding Tax Type, leaving the end date field blank
  9. Click Tax Type Functions and delegate the following for the "Withholding Tax Type": 
    • File Forms
    • Make Payments
  10. Click Ok, then SAVE.

Reminder

Forms you may need to complete upon request

You may be asked to take these steps in order for OnPay to communicate with tax offices.

Notarized Power of Attorney for the Rhode Island Division of Taxation

  1. Download and print the Rhode Island DOT Power of Attorney form
  2. Complete all fields regarding your business information
  3. Taxpayers will need to sign at the bottom of the form
  4. The form will also need to be signed by a notary public, and have a notary seal
  5. Mail your notarized form to:
    RI Division of Taxation
    One Capitol Hill
    Providence, RI, 02908-5806 
  6. Submit a request and attach a copy of your notarized form

Power of Attorney for the Rhode Island Department of Labor and Training

While there's no state-specific Power-of-Attorney form for Job Service Rhode Island, the state does accept the Federal Power-of-Attorney, IRS Form 2848.

  1. Download the IRS Form 2848, and complete the following information:
    • Section 1: The top portion regarding your business information
    • Section 7: Signature of Taxpayer
  2. Submit a request and attach a copy of your completed form
