Required for OnPay to pay on your behalf
Third-Party Agent (TPA) for the Minnesota Department of Revenue
- Log in to your Minnesota e-Services*
- From your homepage, select Manage My Profile
- Select Set up access with another business
- Select Approve the pending 3rd Party Access request
- Using the Access Allowed drop-down menu, choose Yes
- Once access has been granted, select File and Pay as the Access Type and select Next
- Review the information on the Request Summary page and click Submit
*You must be the account administrator for your e-Services account to perform approve our access

If you don't see our request for access in your e-Services account, it may be because we're missing your Withholding Tax ID, which we need in order to submit this request. Check your Company Payroll Taxes, to make sure your Tax ID is up-to-date.
Once your Minnesota Withholding Tax ID is entered in OnPay, we're able to submit a request for e-Services access. We'll email you once we've requested access, so that your e-Services administrator can log in and approve our request.
Required for OnPay to pay on your behalf
TPA: Minnesota Unemployment Insurance & Paid Leave
- Log into Unemployment Insurance Minnesota
- On "My Home Page", click Account Maintenance
- Click Agent Authorization
- Click Search to determine if an agent has already been assigned to your account
- If an agent is not found, click New to start the authorization process to add OnPay
- On the Assign Agent page, enter our Agent ID(AG015877), then click Next
- Review the information on the "Agent Details" page
- Enter the current date in the "Beginning Start Date" field
- Leave the "Effective End Date" field blank
- In the "Available Roles" section, select the following user roles for OnPay:
- Tax Payment Update and Submit
- Wage Detail Update and Submit
- Click Save
- Assign Employer Reporting Units - For each user role:
- Click Assign Employer Reporting Units for the first role
- Select "Assign All Employer Reporting Units"
- Click Save
- Click Previous and repeat these steps for all roles

Power of Attorney for the Minnesota Department of Revenue
- Download the Minnesota DOR Power of Attorney form
- Complete the following information:
- The top "Business Taxpayer" portion regarding your business information
- The bottom "Signature" portion regarding the individual authorized to sign the POA
- Submit a request and attach a copy of your form

Power of Attorney for the Minnesota Department of Employment and Economic Development
While there's no state-specific Power-of-Attorney form for Minnesota, the state does accept the Federal Power-of-Attorney, IRS Form 2848, for this purpos.
- Download IRS Form 2848
- Complete the following information:
- Section 1: The top "Taxpayer Information" portion regarding your business information
- Section 7: Signature, date, title, and printed name of Taxpayer
- Submit a request and attach a copy of your form
