Maryland TPA, RAA + POA needed

Why is this important?

OnPay works with government entities on your behalf, reporting new hires to state labor departments, calculating tax rates, paying taxes and insurance contributions, and filing financial reports. To do this effectively, you will need to authorize us to act on your behalf with tax offices for each state where your company has a tax obligation.

For example, if you operate in Maryland and Pennsylvania, you must complete and return a power of attorney for both states.

 

Comptroller of Maryland

Third-Party Administrator (TPA) access for the Comptroller of Maryland

For OnPay to file and pay your Maryland withholding taxes, you must add us as an Authorized User on your Maryland Tax Connect account by following the steps below.

Log in (or register for an account) at Maryland Tax Connect.

Once logged in, click Profile Information at the top and select Manage Authorized Users.

On the Manage Authorized Users page, select Add New Authorized User.

Enter OnPay's User ID and Registration Confirmation Number, and click Next.

User ID: OnPayTax

In User Details, under the Taxpayer Authorizations section, perform the following actions:

  • Select the checkbox for your Taxpayer Name
  • Enter the Start Date as the first day of the first quarter you started with OnPay
  • Leave the End Date blank
  • Under Assignments, click Apply a Template, and select Payroll Access

 

This will assign the following Authorized Taxpayer Functions

  • Make Payments
  • File a Return
  • View Withholding Tax Correspondence

Confirm the above taxpayer functions are selected, and click OK, then Save


On the New User Confirmation page, verify the information is correct and click Confirm. You should be directed back to the Manage Authorized Users page with a message at the top stating, "The Authorized User Authorizations have been successfully added." For additional guidance, please see the agency's Adding an Authorized User Guide.

 

Reporting Agent Authorization (RAA) for the Comptroller of Maryland

  • Download the Maryland Reporting Agent Authorization found at the bottom of this page
  • Complete Part I regarding your business information
  • Signature of Taxpayer
  • Email your completed Power of Attorney form hello@onpay.com

The Comptroller's Office will also accept a completed federal Form 8821 (Tax Information Authorization) as power of attorney forms for Maryland tax purposes. Federal Form 8655 (Reporting Agent Authorization) and generic Power of Attorney forms will not be accepted.

 

Department of Labor

Third-party administrator (TPA) access for the Maryland Department of Labor

  1. Log into your BEACON account
  2. Under "Your Options," click Account Maintenance
  3. Select Agent Assignment
  4. Select Add Agent.
  5. Search for our agent ID: MD8P2M and click Search
  6. Click Select POA to upload your completed POA form
  7. Assign the following roles:
    • Wage Submission
    • Payment Submission
  8. Set the Access Begin Date for the date that you joined OnPay
  9. Click Save

 

Power of Attorney (POA) for the Maryland Department of Labor

  • Download the Maryland Power of Attorney Authorization found at the bottom of this page
  • Complete Part 1 regarding your business information
  • Add the Effective Date of Authorization and leave the End Date blank in Part 4
  • Signature of Taxpayer
  • Upload the completed POA to your Beacon account above or Email your completed Power of Attorney form hello@onpay.com
