Why is this important?
OnPay works with government entities on your behalf, reporting new hires to state labor departments, calculating tax rates, paying taxes and insurance contributions, and filing financial reports. To do this effectively, you will need to authorize us to act on your behalf with tax offices for each state where your company has a tax obligation.
For example, if you operate in both Colorado and New Mexico, you must complete and return a power of attorney for both states.
Colorado Department of Revenue
Third-Party Access (TPA) for the Colorado Department of Revenue
- Sign in to your Revenue Online account.
- Click on "Manage My Profile" at the top of the screen.
- Click on "More..."
- Then click "Grant Third Party Access" in the "Access" Box.
- Click "Next" on the bottom right of the screen.

Enter the requested information found below on the "New Third Party Access" screen and click "Submit."
- OnPay's username: OnPayTax
- Set Access Level to ALL ACCESS
Power of Attorney (POA) for the Colorado Department of Revenue
You can add a Power of Attorney online with the Colorado Department of Revenue, or by completing the attached DOR form.
- Download the Colorado DOR POA found at the bottom of this page
- Complete all fields regarding your business information
- Owner/operator will need to sign at the bottom of the form
- Email your completed Power of Attorney form hello@onpay.com
Colorado Family and Medical Leave Insurance Program
Third-Party Access (TPA) for Colorado FAMLI
- Log into your Colorado FAMLI account
- If you have not registered, select Create an account.
- Under Manage My Accounts select Manage Accounts
- You should see your company listed; click on the Account Name hyperlink
- On the next page, scroll down to the section titled Third Party Administrator > Click Add
- On the next page in the Select Account drop-down, search for OnPay Tax Disbursement LLC

Enter a start date
- The date should be within the quarter OnPay will begin filing on your behalf
- For example, if you started with OnPay in Q2 2023 the start date should be between April 1, 2023 and June 30, 2023
- Click Save
- Select Yes, add TPA
- You should now see OnPay Tax Disbursement listed under Third Party Administrator

Colorado Department of Labor and Employment
Third-Party Access (TPA) for the Colorado Department of Labor and Employment
Colorado Employers must assign OnPay as the TPA to their online employer account. Note that OnPay cannot complete the association process; only employers can assign a TPA to an employer account. Please follow the steps below to complete the TPA assignment.

1. Login to MyUI Employer+ to assign OnPay to your employer account.
- If you have not registered, please click “Create an Employer User account” on the home page.

Access TPA Authorization page
- From the employer homepage, click the “Account Maintenance'' dropdown tab in the left menu.
- Click the “Third Party Administrator (TPA) authorization” link.

Enter OnPay’s TPA ID Number
- Click the “New” button at the bottom of the page.
- Enter OnPay’s TPA ID number in the “Assign Third Party Administrator” screen.
- OnPay’s TPA ID is 500004356 d. Click “Next”

Enter TPA relationship info.

Enter the date OnPay will begin servicing your account.
- Start dates must be at the beginning of a calendar quarter (January 1, April 1, July 1, or October 1). Do not enter an End Date.

Assign TPA roles to your account.

In the “Un-Assigned Roles” section of the page, select the boxes in the “Add” column next to each roll below.
- Edit Employment and Wage Detail
- View Rate Notice and Voluntary Contribution
- Edit Tax Payments Update and Submit

In the “Un-Assigned Roles” section of the page, select the boxes in the “Add” column next to each roll below.

Save TPA relationship and roles to your account.
- Click “Save” to assign OnPay with selected roles to your employer account.
- Once OnPay is assigned to an employer account we will be able to access and manage your account immediately.
- Click “Modify” to assign and un-assign TPA roles, or to remove the TPA from your employer account.

- Download the Colorado DOL POA found at the bottom of this page
- Complete all fields regarding your business information
- Owner/operator will need to sign under "Employer Approval"
