Why is this important?
OnPay works with government entities on your behalf, reporting new hires to state labor departments, calculating tax rates, paying taxes and insurance contributions, and filing financial reports. To do this effectively, you will need to authorize us to act on your behalf with tax offices for each state where your company has a tax obligation.
For example, if you operate in both Nebraska and Kansas, you must complete and return a power of attorney for both states.

Department of Labor: Unemployment Taxes
Third-Party Access (TPA) for the Nebraska Department of Labor
Nebraska requires mandatory online filing for Quarterly unemployment. Please complete the following instructions to add OnPay as your Third Party Administrator (TPA):
- If you haven't already, establish your NEworks account
- Submit a request (OnPay login required) stating that you're ready for us to initiate TPA access to your NEworks account
- We'll respond back to your request once we've initiated TPA access
- Once you receive our reply, log into your NEworks account, and click View your Profile and Contact Information
- Click Agents
- Click Activate under the "Action" column to the right of OnPay's name
- Click Select All under "User Privileges"
- Change the status from Pending to Active
- Click Save
Keep in mind that OnPay will be unable to file or deposit Nebraska tax payments for your company until Third-Party Access is granted. Any penalties and interest that accrue from missed tax payments will be your company’s responsibility.
Power of Attorney (POA) for the Nebraska Department of Labor
For OnPay to be allowed to communicate directly with the Nebraska Department of Labor on your behalf regarding state tax matters, you will need to grant us Power of Attorney.

- The business owner will need to sign at the bottom of the form
- Provide OnPay with a copy of your completed form

Third-Party Access (TPA) for the Nebraska Department of Revenue
Because Nebraska requires Withholding Tax to be filed and paid electronically through NebFile, all we need to get started is your Withholding Tax ID and PIN.
- Locate the Nebraska ID Number and PIN issued by the Department of Revenue
- You can find these numbers on your Form W-3N. See example→
Once you've provided us with your Withholding Tax ID, along with your PIN, we're all set to file and pay your Nebraska withholding taxes.
