Why is this important?
OnPay works with government entities on your behalf, reporting new hires to state labor departments, calculating tax rates, paying taxes and insurance contributions, and filing financial reports. To do this effectively, you will need to authorize us to act on your behalf with tax offices for each state where your company has a tax obligation.
For example, if you operate in both Delaware and Maryland, you must complete and return a power of attorney for both states.
Division of Revenue
Third-Party Access for the Delaware Division of Revenue
There are two ways you can grant OnPay this access:
- Send us your Delaware DOR PIN; or
- Add OnPay as an Authorized User
Send us your Delaware DOR PIN
- Contact the Delaware Division of Revenue at 1-302-577-8200 to request a PIN
- Once it's been issued to you by the state, submit a request and include your Delaware Department of Revenue PIN
Add OnPay as an Authorized User:
- Log into your Delaware Portal Account
- Got to Profile, then Manage Authorized Users
- Select Add New Authorized User
- Enter the information below:
- User ID: OnPay123
- Registration Number: TU00000088904
- Authorized Access: Payroll Access
Power of Attorney (POA) for the Delaware Division of Revenue
In addition to providing us with this information, you will also need to grant us power of attorney with the Delaware Department of Revenue by following these instructions:
- Download the Delaware DOR POA
- Complete all fields regarding your business information in box 1
- Owner/operator will need to sign at the bottom of the form
- Provide your completed Power of Attorney form, along with your 10-digit PIN

Division of Unemployment

- Download and print the Delaware DUI POA
- Complete all fields regarding your business information at the top
- Owner/operator will need to sign at the bottom of the form
- The Power of Attorney Form will also need to be notarized
- Provide OnPay with your completed POA
Download the POA form:
Paid Family and Medical Leave
Add OnPay as your Third-Party Agent (TPA). Required for OnPay to file and pay.
- Log into your MyDelaware account.
- From your MyDelaware dashboard, select Labor First
- If your business has not registered for Paid Leave, the siteshould have the option to select "Register for Paid Leave"
- Click on the Menu bar location on the top left corner of the screen.
- Select Account Services
- Select Add/Manage TPA Access
- You'll be taken to a Third Party Agents page. Click New
- Third Party Administrator: Type in OnPay TaxDisbursement LLC
- Employer: This will pre-populate
- Start Date: Today's date.
- End Date: Leave this field blank.
- Authorization Type: Administrator
- Click Save
