Why is this important?
OnPay works with government entities on your behalf, reporting new hires to state labor departments, calculating tax rates, paying taxes and insurance contributions, and filing financial reports. To do this effectively, you will need to authorize us to act on your behalf with tax offices for each state where your company has a tax obligation.
For example, if you operate in both Delaware and Maryland, you must complete and return a power of attorney for both states.
Division of Revenue
Portal Identification Number (PIN) for the Delaware Division of Revenue
In order to file electronically on your company's behalf, you must email your company's 10-digit Delaware Withholding PIN to hello@onpay.com.

Where to find your PIN
- PIN communications are mailed to the Taxpayer Entity’s address as registered with the Division of Revenue
- Visit https://tax.delaware.gov to create your profile and renew licenses, file gross receipts, and withholding returns, pay bills associated with these activities, and more

If you do not have a PIN or your PIN has expired
- Contact the Division of Revenue at 1-302-577-8200 or 302-744-1096
- Business assistance is also available by email at taxportal@delaware.gov
- Once you have your company's 10-digit Delaware Withholding PIN, email it to hello@onpay.com
Power of Attorney (POA) for the Delaware Division of Revenue
In addition to providing us with this information, you will also need to grant us power of attorney with the Delaware Department of Revenue by following these instructions:
- Download the DE DOR POA found at the bottom of this page
- Complete all fields regarding your business information in box 1
- Owner/operator will need to sign at the bottom of the form
- Email your completed Power of Attorney form, along with your 10-digit PIN to hello@onpay.com
Division of Unemployment
Power of Attorney (POA) for the Delaware Division of Unemployment
- Download and print the DE DUI POA found at the bottom of this page
- Complete all fields regarding your business information at the top
- Owner/operator will need to sign at the bottom of the form
- The Power of Attorney Form will also need to be notarized before being returned
- Email a copy of your completed Power of Attorney form to hello@onpay.com
