Important
To effectively communicate with tax offices on your behalf, you must grant us Third Party Administrator access and/or Power of Attorney. Each tax office has its own authorization process, and may require different actions for you to take.
Third-Party Access (TPA) for the Indiana Department of Labor
- Login to your Uplink ESS account and click Manage Users on the home page.
- At the bottom of the next page, there is a section labeled "External Account Authorizations (Agents)."
- Click Add Agent on the right.
- To add OnPay as an agent, search our Agent ID 114911.
- Select “OnPay Tax Disbursement LLC”, and click Next.
- Assign OnPay the Authorization Level of Administrator.
- Check the box under “Important Information” to confirm, then click Next.
Power of Attorney (POA) for the Indiana Department of Labor
- Download the IRS Form 2848
- Complete the following sections:
- Section 1: Your business information
- Section 7: Signature of Taxpayer
- Provide OnPay with a copy of the completed form

Third-Party Access (TPA) for the Indiana Department of Revenue
You'll need to grant OnPay with Third-party access to your Indiana Withholding account. To do this:
- If you haven't already, you'll need to create an INTIME account.
- Once your INTIME account has been created, submit a request and provide your account information so that we may initiate the request for TPA access.
- If your business is registered to a sole proprietor we will need the owner's last name and SSN to request access.
Power of Attorney (POA) for the Indiana Department of Revenue
- Download and print the Indiana DOR POA
- Complete the following sections:
- Section 1: Taxpayer Information
- Section 2: Employer I.D. numbers and FEIN
- Section 5: The taxpayer will need to sign at the bottom of the form
- Provide OnPay with a copy of the completed form
