- Complete the POA for the Department of Employee Services online
- You'll need to verify your email address
- You'll receive an email copy of the completed form

Access you may need to grant upon request
You may be asked to grant this access in order for OnPay to work with tax offices on your behalf.
Third-Party Access for the DC Office of Tax and Revenue
Once you've entered your DC withholding account number into OnPay, submit a request telling us you're ready for us to initiate third-party access to your DC MyTax account.
Note: You'll need your OnPay login credentials to submit a request. Trouble logging in?
We'll follow up with you once we've initiated access to your account, at which time you'll need to complete the below steps.
- You'll need to approve our access by completing the following steps:
- Log into your MyTax DC account
- In your user profile, click the Action Center tab
- From the Action Center tab, locate the “You have a third-party access request pending” action item and click the Respond to the Request hyperlink
- On the Third-Party Access Approval page, you will see OnPay's account information
- Click Yes to Approve Third Party Access
- Select File Returns and Make Payments as the "Access Type" from the drop menu
- Click Next
- Click Submit
- Click OK
Power of Attorney (POA) for the DC Office of Tax and Revenue
- Download the DC Tax and Revenue POA
- Complete the personal information section with your business information
- Authorize OnPay in the Acts authorized section and provide your FEIN and name
- Have an owner or officer sign the signature section
- Submit a request and attach your completed form
