Why is this important?
For employers who pay employees in Utah, use this guide to learn what’s required to start running payroll while keeping compliant with state payroll tax regulations. Without this information, OnPay will be unable to file or deposit any Utah tax payments for your company. Any penalties and interest that accrue from missed tax payments will be your company’s responsibility.

Where you can find the tax account numbers needed
If you are an existing employer who has previously run payroll in the state of Utah, you likely already have the IDs and online accounts needed for OnPay to process your tax filings.
If you are a new employer in Utah, you will need to register your business with the Utah State Tax Commission and the Utah Department of Workforce Services. This must be completed for OnPay to be able to file and pay your Utah taxes.
Withholding Tax Account Number
Existing Utah Employer:
Existing employers can find their Withholding Tax Account Number on Form A-1, Return of Income Withheld.
New Utah Employer: Register with the Utah State Tax Commission
- Go to the Department of Workforce Services and click Go to the One Stop Business Registration site to register your business.
- You will instantly receive a temporary account number upon registration
- Do not enter this temporary number into your OnPay account.
- Your permanent ID and deposit schedule will arrive roughly 2 weeks later
- Enter this permanent ID in your OnPay account.
- You will need to register with this department if you have employees that both live and work in Utah.
Note: If your business is located outside of Utah, but your employees work or live in Utah, you will still need to register with this agency.
Unemployment Account Number and Tax Rate
Existing Utah Employer:
- Existing employers can find the Unemployment Account Number on a Tax Rate Notice or Quarterly Contribution and Wage Report.
- Your unemployment tax rate can be found on the top right of the Contribution Rate Notice you would have received from the Department of Workforce Services. Employer contribution rates are based on industry, and range from 0.3% to 7.3%, with a wage base of $41,600.
New Utah Employer: Register with the Utah Department of Workforce Services
- Click here and select “Go to the One Stop Business Registration site” to register your business
- Employers generally become liable for state unemployment once they have one or more employees for some portion of a day in a current or previous year or have paid $1500 payroll in a calendar quarter.
- If your company is liable, you will receive your Employer Registration Number and Unemployment Tax Rate once you have completed the online business registration.
- You will need to register with this department if you have employees that work in Utah. If your business is located out of the state, but some of your employee's primary work location is in Utah, you will need to register with this agency.
- New employers are assigned a rate ranging from 1.2% to 7.3% based on industry, with a wage base of $41,600.
Utah Taxpayer Access Point (TAP) PIN (Optional):
Existing Utah Employers:
- Your PIN was included with your business license registration packet. If you can’t locate your packet, request your PIN at tapsupport@utah.gov. Please include your account number and username. Your PIN information is only necessary for the event that we need to access your account for a correction or a one-off activity.
New Utah Employers: Register with the Utah State Tax Commission (801)-297-2200
- Go to the Department of Workforce Services website and click Go to the One Stop Business Registration site to register your business.
Department of Workforce Service Electronic Filing PIN (Optional):
Existing Utah Employers:
- This PIN is assigned when an employer registers their business on our website and is mailed to all new employers at their tax address when the account is activated. If you cannot locate your PIN, please call the Department at (866)-435-7414. Your PIN information is only necessary for the event that we need to access your account for a correction or a one-off activity.

How to authorize OnPay as a Third Party Administrator in Utah
OnPay works with government entities on your behalf, reporting new hires to state labor departments, calculating tax rates, and filing financial reports. To do this effectively, you will need to add OnPay as your third party agent. To do so, please follow the instructions in this article.
