I am an existing Delaware employer, where do I find the information?
If you are an employer with a history of payroll in Delaware you have likely obtained the IDs and online accounts necessary for OnPay to process your tax filings. If you cannot locate these documents, please call the appropriate agency at the number listed below.

Withholding Tax Account Number: Existing employers can find their Withholding Tax Account Number on the Delaware Withholding Form W1.

Unemployment Account Number: Existing employers can find their Unemployment Account Number on the Quarterly Tax Report or the Notice of Assessment Rate.
Unemployment Tax Rate: This can be found in the top right-hand corner of the Tax Rate Notice.
I am a new employer, do I need to register for Delaware taxes?

Which Delaware Agencies should I register for?
Delaware Division of Revenue: You will need to register with this department if you have employees that both live and work in Delaware. If your business is located outside of Delaware, but some of your employees work or live in Delaware, you will likely need to register with this agency.
Delaware Department of Labor: You will need to register with this department if you have employees that work in Delaware. If your business is located out of the state, but some of your employees' primary work location is in Delaware, you will likely need to register with this agency.
OnPay uses both the home address for each employee, plus the work site assigned to each employee to decide which taxes should be calculated.

The City of Wilmington's pre-filled coupon booklet is sent to each employer who operates in the State of Delaware. We must insist that you provide us with your coupon booklet in order for us to pay your City of Wilmington EIT. Once registered, you should receive your account number in 5-10 business days when registering by mail, or same day when registering in person.
