For Existing New York Businesses
If you already have access to the New York Department of Revenue website, and have a withholding tax ID number, please STOP, and simply provide us with the data requested in the "Give us your Info" section of the New York Tax document. If you have access to the New York Department of Labor website, but do not have a unemployment tax ID, please log in and apply for access to a unemployment ID.
If you have registered with the Department of Labor before, your income tax withholding account will be your EIN followed by a two digit location code. This location code is usually 00 unless you have multiple business locations.
You can find your unemployment account number on your quarterly return (form NYS-45). It's an 8-digit number that's unique to New York Unemployment. Your New York Unemployment Contribution Rate appears on the Notice of Unemployment Insurance Rate (form IA 97) that you receive from the New York Department of Labor each year. When entering your Unemployment Contribution Rate, please do not include the Re-Employment Service Fund rate. If you're unsure about your account number or rate, call the agency at (888) 899-8810.
For New New York Businesses
Please follow the steps below to register your business with the New York Department of Labor. The following steps will register you for both New York Unemployment and Withholding. Unless these steps are followed in their entirety, OnPay will be unable to file and pay your New York taxes.
- Register online at the New York Department of Labor website.
- You will come across a section called Agent C/O Address which will ask if you would like Unemployment related mail to be directed to your payroll provider. Please select No.
- If you are a Non-Profit Organization, please complete a NYS-100N form here.
