For Existing Texas Businesses
If you already have access to the Texas Workforce Commission website, and have a Unemployment tax ID number, please STOP, and simply provide us with the data requested in the "Give us your Info" section of the Texas Taxes document. If you have access to the Texas Workforce Commission website, but do not have a withholding tax ID, please log into your Texas Workforce Commission account and apply for access to a Unemployment ID. The Texas Workforce Commission will issue you an account number and tax rate. The number will be 9 digits in the format XX-XXXXX-XX. It can be found on the Employer's Quarterly Report (form C-3).
Effective UI Rate: Your Texas Effective Unemployment Tax Rate appears on the notice that you receive from the Texas Workforce Commission each year. It usually ranges from 0.59%–8.21% with a wage base of $9,000.

For New Texas Businesses
Please follow the steps below to register your business with the Texas Workforce Commission. Unless these steps are followed in their entirety, OnPay will be unable to file and pay your Texas Workforce Commission taxes.
In Texas, new employers are not be eligible to receive an Unemployment account number until they have paid $1500 in wages. If you are a brand new business it's possible you have not yet met this threshold, please enter the new employer rate of 2.7% in your OnPay account and register once you have.
- Register online by visiting the TWC website.
- You'll be asked a few simple questions about your company details. That includes company location, Federal EIN, Secretary of State ID, and important dates regarding your company's operations.
- You should receive your TWC Tax Account Number immediately after completing your online registering registration.
- You will also receive your effective Unemployment Tax Rate (2.7% for new employers).
